Agency Oversees Conscription and Military Service

South Korea’s Military Manpower Administration, the central government agency responsible for conscription, call-ups and other military service matters, appeared among the country’s rapidly rising search terms on Oct. 1, 2026.

Created to Centralize Military Administration

The agency was established in 1970 after South Korea concluded that military personnel administration, then dispersed among provincial and municipal governments, was difficult to manage consistently and vulnerable to corruption. Local military manpower offices were abolished, and a centralized agency was created under the Ministry of National Defense.

The administration moved from Seoul’s Yongsan district to the Daejeon Government Complex in 1998. Additional local responsibilities were transferred to regional offices in 1999 and to the central agency in 2002.

Leadership and Affiliated Offices

The commissioner holds vice minister-level rank. The agency oversees regional military manpower offices and branches, as well as bodies handling alternative service reviews, military service examinations, public inquiries and training for social service personnel.

Its mascot, introduced in 2021, is Himchan-i, a character modeled on a tiger, an animal with longstanding cultural significance in Korea.
